Щодо видів робіт процесу оцінки відповідності (незалежної фахової експертизи)

Abstract

У тезах досліджено питання визначення видів робіт процесу оцінки відповідності (незалежної фахової експертизи) в діяльності органу з інспектування. Розглянуто оцінку відповідності як послідовний комплекс взаємопов’язаних організаційних, методичних, аналітичних та адміністративних робіт, спрямованих на підготовку обґрунтованого експертного висновку. Запропоновано модель декомпозиції процесу оцінки відповідності із визначенням окремих етапів виконання робіт, їх нормативної трудомісткості та розподілу функцій між технічним керівником, фаховими експертами та технічними фахівцями. Обґрунтовано необхідність залучення до виконання окремих видів робіт експертів відповідної фахової кваліфікації та компетентності залежно від змісту завдання. Зроблено висновок, що визначення видів робіт, їх послідовності та виконавців є необхідною передумовою забезпечення належної якості, об’єктивності та відтворюваності результатів оцінки відповідності (незалежної фахової експертизи) відповідно до вимог ДСТУ EN ISO/IEC 17020:2019.

The theses examine the issue of defining the types of activities within the conformity assessment process (independent professional expertise) carried out by an inspection body. Conformity assessment is considered as a sequential set of interconnected organisational, methodological, analytical, and administrative activities aimed at preparing a well-founded expert opinion. A process decomposition model for conformity assessment is proposed, identifying the individual stages of the activities performed, their standard labour intensity, and the allocation of functions among the technical manager, professional experts, and technical specialists. The necessity of involving experts possessing the appropriate professional qualifications and professional competence in specific activities, depending on the nature of the assignment, is substantiated. It is concluded that defining the types of activities, their sequence, and the responsible personnel constitutes a necessary prerequisite for ensuring the quality, objectivity, and reproducibility of conformity assessment (independent professional expertise) results in accordance with the requirements of DSTU EN ISO/IEC 17020:2019.
