Щодо принципів інспектування/оцінки відповідності (незалежної фахової експертизи)

Abstract

У тезах розглядаються теоретичні засади формування системи принципів інспектування/оцінки відповідності (незалежної фахової експертизи). На підставі аналізу положень ДСТУ EN ISO/IEC 17020:2019 та наукових підходів до розуміння категорії «принцип» обґрунтовано необхідність визначення керівних засад діяльності органів з оцінки відповідності та фахових експертів. Розкрито зміст принципів незалежності, неупередженості, конфіденційності, об’єктивності та законності як основи проведення незалежної фахової експертизи. Обґрунтовано, що дотримання зазначених принципів забезпечує достовірність результатів експертного дослідження, мінімізує ризики стороннього впливу на висновки експертів та гарантує належний рівень захисту прав і законних інтересів замовників експертизи. Зроблено висновок про доцільність використання визначених принципів як методологічної основи подальшого розвитку незалежної фахової експертизи та формування вимог до її організації і проведення. .

The theses examine the theoretical foundations for developing a system of principles governing inspection / conformity assessment (independent professional expertise). Based on an analysis of the provisions of DSTU EN ISO/IEC 17020:2019 and scholarly approaches to the understanding of the concept of a principle, the necessity of defining the guiding principles governing the activities of conformity assessment bodies and professional experts is substantiated. The principles of independence, impartiality, confidentiality, objectivity, and legality are examined as the fundamental principles underlying the conduct of independent professional expertise. It is substantiated that compliance with these principles ensures the reliability of expert examination results, minimises the risks of undue external influence on experts' opinions, and guarantees an appropriate level of protection of the rights and legitimate interests of expertise clients. It is concluded that the identified principles should serve as the methodological foundation for the further development of independent professional expertise and for establishing requirements governing its organisation and conduct.
